The application requires an Illinois Dealer License Number. Does Rivian have one?

Also, I'm not clear about whether you qualify if you finance (have a lien on) the vehicle. Application requires that you check a box to attest: "I am the owner/titleholder of the vehicle."

Even if you have a lien on the title, if you purchased the vehicle in your name then you are the titleholder. Only in the case of a lease would you not be the titleholder, the bank would be.

The dealer license question is something only Rivian can answer.

Question to any of you Chicagoans/Illinoisans:

If you have a delivery window in the next couple of months, are you planning to defer to July to be eligible for the new $4K Illinois tax rebate that goes into effect July 1?

I’m an R1S LE March/April delivery window - which is realistically May at this point - so I asked my Guide to just push me to July.
If you get your R1S before then, everyone on the forum will chip in and pay the 4k.

The Illinois rebate turned out to be something few Rivian buyers will get. Underfunded and geared towards people who can show a lower income for one year, like retirees.

The Illinois rebate turned out to be something few Rivian buyers will get. Underfunded and geared towards people who can show a lower income for one year, like retirees.


It has been awhile since any updates on this subject. I hope to take delivery on my R1T next year. Has anyone had an experience with applying for the rebate that they can share?

I had everything printed out ready for my delivery guy to sign and he had brought his own copy for me as well they know its a thing at help make sure we get it. I have yet to submit mine yet though.

There appears to be good news for Illinois residents expecting delivery of a Rivian in the 4th quarter of 2022. Many predicted that the initial $17.9M funding wouldn't last long (only enough $$$ for ~4500 rebates at $4000/each). I checked the official website (link below) yesterday (Sep 17) and found good news on two fronts.

1) The application counter on the website shows that 1575 applications had been received as of September 15. And only 7% of those were from low income applicants. At this rate, there will be plenty of money left in the fund at the end of the first "funding cycle." Which brings me to ...

2) A second funding cycle has been announced (see the website). Applications will be accepted from November 1 to January 30.

If you go to the website today, you'll see When I looked at the website on Sep 18, I saw that 32 rebates have been issued to low income applicants and 0 have been issued to non-low income applicants. Do not despair -- this is consistent with the legislation that stipulates that low income applications receive priority. Low income rebates can be awarded DURING the funding cycle. Non-low income rebates are issued AFTER the funding cycle closes. Quoting the website: "After the application period closes, rebates will be issued to eligible applicants based on funding availability. If funds are still available, rebates will be issued based on the date received by the Illinois EPA."

During the application period, non-low income applications are simply filed in the order they are received. However, I believe that all applications are being screened as they are received to determine whether the forms were completed properly and the required documentation was attached. As I read the FAQs, if you apply, you'll either get (A) a letter of denial, or (B) a check from the Illinois Comptroller (eventually).

A final note, passed along to me by an R1T owner who sent in his application in July -- the Illinois rebate (which is not a tax credit) is subject to federal income tax.

It's a pleasant surprise to see 4000 check in the mail for Illinois EV credit. Took delivery July 22nd and applied under non low income.

I took delivery of my R1T on 7/22/22. The delivery person gave me the EV credit application form with dealer info already filled in. He said there are no guarantees of receiving any because of my income situation. I still applied under non low income category with in a week of taking delivery. Application process is pretty straight forward. I really wasn't expecting anything and frankly forgot about it until a check for 4000 showed up in the mail for EV credit. With that 4000 adding to my potential federal rebate of 7500, I have to say I am one happy camper.

I am hoping to take delivery of R1T early or mid next year. I guess that it is a crap shoo as to whether funds will be available at that point.

Has anyone received this credit lately? I have a binding agreement signed from 2022 and have R1 shop access, debating when I should take delivery to time it with the next Illinois EV credit "window" opening since it's not currently funded per their website today ("A rebate application cycle is not currently open. Check back or sign-up to the listserv below for information on the next rebate cycle. ").

I pulled up the details of the budget that Gov. Pritzker proposed in February, and there was $20.5M to fund the IL EV rebate program. I assume the final budget that the legislature recently approved includes that $20.5M. The new IL fiscal year begins July 1, so I'm guessing we'll probably have to wait until July 1 to see an update on the rebate website. I subscribe to the listserv and have not received anything in months. The big question (in my mind, anyway): what delivery period will be eligible for the next round of rebates? One rule that applied consistently during the first 2 rounds of the program was: application must be postmarked within 90 days of purchase date. Another rule has been that non-low income applications are catalogued in the order they are received by IL EPA and then processed in that order AFTER all the low income applications have been processed for the funding cycle.

I think the safe bet (to ensure eligibility) would be to take delivery (purchase date) in early July. Then mail in the required application and documents ASAP.

My delivery window is June-July. If by some strange miracle my R1S is ready before July 1, I'm going to try to postpone delivery (purchase date) until July.
