It's because that's the way it is officially described by Rivian in the owners manual and elsewhere, whether technically right or wrong...It depends on what you mean by "hard reset." Too many people misuse the term to mean a second-level reboot of the vehicle. Hard reset by definition has always meant restoring to factory defaults, but for some reason, Rivian people misuse it.
I'd do each of the three levels of resets in succession until you get results.
