My how things have changed. Moving to the Southwest in 2004 after 30+ years inside the Beltway, law enforcement must have really changed with respect to front plates, never mind inspection stickers and personal property taxes stickers required; those were the days!I think you’re right in enforcement currently being low to nonexistent. I was pulled over in 1990 in VA for lacking a front plate but am seeing more VA vehicles without front plates.
