Perhaps it would be worth your time to go to the local Audi dealership (is it a Q5?) and show them his picture. It's new enough that they might still have it dealer serviced. I hate wankers, so here is a better picture for you. Hey, you never know AI might have used your picture and might have the right plate, but I would not count on it. The dealer might be able to narrow it down 50/50 odds.

I love the crowdsourcing, but here's the complication:

My understanding is that because 3M (which makes the reflective material) has such powerful lobbyists, Washington law forbids transfer of plate numbers from one car to another or from one owner to another. New plates are required for every vehicle transaction.

A seven-character Washington plate starting with "AZP" would have been issued around 2015. (https://dannyslicenseplates.com/washingtonhistory/) I doubt that particular car was in circulation by then.

Still, this group is narrowing it down. Any chance there are surveillance cameras in that neighborhood? Police might know who is likely to cooperate.

I'll go to the Audi car dealership in the U District on Wednesday and will report back.
I would be shocked if the dealers cooperate and release customer info. The police has power to investigate and get the proper legal orders to obtain info from dealerships. But, is magnitude of crime motivation enough for them to investigate and track down the perp? It's a different police department, but my personal experience with San Francisco PD back in 2000, where a thief left bloody finger prints all over my car... I'm inclined to guess "no". Insurance might be a little more interested in the evidence gathered.
