Our 2021 Model Y has the PWS but only makes the warning sound in reverse. I don't know how we got away with that but it's amazing.

sounds like the Y is broken.

Seriously though, fair warning before muffling or disabling it. If you tamper with it and happen to hit someone (for example someone that's visually impaired), be prepared for lawsuit hell.
Probably is something wrong with the speaker in the front of the vehicle. Tesla build quality and all.

How hard do you think it would be to mod the speaker to instead play the Benny Hill theme song?

I've had the thought watching videos that it sounds like the Rivian pedestrian noise seems really loud compared to Teslas. But it's hard to tell through videos. If I was an auto manufacturer, I'd implement the quietest possible noise to meet the NHTSA requirements.
I'll say that my R1T seems to be much louder than the test unit I drove in November.

The NTSA said it had to be installed and operable in all EV's and Hybrid vehicles manufactured after Sept 1st 2020. It functions at speeds below 19mph in forward or reverse.

So if it's not working in your 2021 or 2022 Tesla.. something's wrong. My 2021 model year MY was built in Sept 2020 and it had the noisemaker.

My 2020 Model Y which was an early build has the sound in neither forward or reverse. Think they forgot to either add the speaker or connect it.

Look at the mfg date. It was supposed to be 100% compliant by Sept 1st, 2020 but the NHSTA granted a 6 month extension because of CoVid supply chain disruptions. My guess is your car was built before March 1st 2021, anything after that should have it.

LMAO! I hope someone comes up with that. There are a lot of ICE cars that are very quite. I'm not aware of any requirements on them to have artificial noise.

My understanding is that will change relatively soon.

I do not think it was on the vehicle I test drove in December, if it was I never noticed it.

I am starting a company that will add synthesized engine noise and vibration. It will span the scale from Ferrari to a GTO and everything in-between. The noise will be heard similar to the cars themselves in the interior and the exterior. The vibration will consist of a carbon web on the underside of the car. Current pricing is set at $900.

Btw-I'm making this up in the hopes someone will steal my idea and actually produce it.

Maybe they’re sharing the same pedestrian warning that they have with the Rivian EDV to keep cost down. I remember seeing a video of the Amazon van, and it was so loud!

Any interest in covering it with electrical or duct tape and seeing if there's a difference?
Hopefully, someone has figured it out before I get my vehicle. If not, I will be looking for that speaker to remove it. ;-)
