There were two proposed standards for this already.I've always thought this was the real way self driving could improve things congestion wise. Vehicles could collaboratively share data, decreasing follow distance at intersections from a red light stop, in a city for instance, light goes green, vehicles react moving forward simultaneously as a group. Similarly reducing congestion by taking alternative routes rather than focusing on main arteries.
In the US, the radio spectrum that was set aside for this ended up getting reallocated to WiFi and cell networks/devices.
