Very much this. Lots of cities and counties have archaic approval systems with plenty of bottlenecks along the way. Just the Service Center in Portland, OR for example took a year to get permits approved for remodel of an existing building, and if all goes well they will finally get it opened up...
I had my R1S First Mile drive last Friday, and the guide that road along with me said the Tualatin location is open, and the old temp location is also still open. Each locations will be doing different things.
Tualatin location has vehicle lifts, so this is where most repairs will be taking...
I wouldn't expect to see a heat pump in a Rivian until the R2 series debuts in 2026. VW and Audi just dropped the heat pump from the ID.4 and Q4 due to the ongoing "semiconductor shortage" as well.

Maps not being frequently updated is not limited to Mapbox. My house was built on a sub-divided lot at end of 2019 and it took google 2 years to update the maps in my area to show my house. The street view still is not updated though.
WIFI may be needed for some right after it is first installed. There have been many reports of the Rivian EVSEs being 'software locked' preventing anything but the lowest charging amps until the owners contacted Rivian and had support push an update to the EVSE to unlock the full capability.

The Rivian R1T and R1S are both 79 inches wide without including the mirrors, 81.8 inches wide with the mirrors folded, and 87.1 inches overall with the mirrors fully extended...

The membership page disappeared after the first email went out earlier this month, since then the only mention of anything about Membership can now only be found by searching the support section: https://rivian.com/support/article/what-s-the-latest-on-membership
Soon seems to be very relative with Rivian, but it would make sense that they future proof their RAN network with the capability, even if they do not yet have vehicles that can take that kind of throughput right now.
For the near term in the current R1 platform, Rivian has already stated that the dual-motor will be the same 450v architecture. So until they decide to do a major refresh on the R1 tech, 800v does not appear to be happening anytime s00n.

A few others have reported something similar, seems some of these EVSEs are software locked and need Rivian's intervention to get that sorted. Call Customer Support, they will be able to get you squared away.
