I got the point about only charging idle fees if the station were full/nearly full. So because that's what he believes should be true Rivian, EA, Chargepoint and every other network should recode their systems to abide by his rules?

I'd offer to think about the challenge differently - chemical batteries are going to hit a physical throughput limit no matter what voltage you run them at. Chewing at the limit repeatedly accelerates degradation.
