Well, I own one and I can assure you it does not. You have to remove it from the vehicle to get the third panel closest to the window up.
On some of their larger trucks (F-150) it offers this feature.

If you call Tire Rack, they will sell you wheel shipping supplies. This is basically a set of round cardboard discs and some foam to pack between the cardboard and the wheels. You sandwich the wheels and use tape in a star pattern around them. I've shipped several this way and it works well...
