I found that if the Wifi signal is weak, it will stay connected to the Wifi network but can't send/receive any data. I see this happen when wifi signal is 1 bar but sometimes 2 bars will result in no connection.
It won't try cellular signal as a backup while connected to a Wifi network...
Sounds like you need to complain more and get it escalated to higher priority. This would be up there on functional issues that limit the usability of the car.

They are not going to get out of a ticket. Despite where the charging post was placed, that was not a designated EV charging spot. It is clearly marked "Only" on the handicap sign.
Best practice is to take any other non-accessible spot first.

Here is another data set. Data is pulled every minute by the EVSE. This is at an office so we run at 208VAC nominal. I'm sure is some additional voltage drop happening between the EVSE and the Rivian onboard charger.
I think the line voltage is fluctuating depending on other facility loads...
