@EV Sportline may have some insight here, its fairly likely that the Rivian’s modified for 1st responders may well have required either to have changed to firstnet or had the eSIM disabled.
Yup - you will need to look up both your utility provider and the tariffs you are subscribed to. eg. Where I am Ameren Missouri has 4 different options with off peak times being wildly different depending on the plan selected.

They can remote activate keycards if you have the serial number for gen2. You need to ask very nicely though. (They've done this for me twice - once after replacing an AXM, and the other after loosing the keycard for a loaner)
