When you say "promted to change security type"...what do you do there?

Instead of sending email and text for 2 factor authorization there will be a pop-up on your wife's phone.

I didn't notice the prompt to agree to the change but Apple said it happened. It may have been in one of the long do you agree blurbs that no one reads or even remembers seeing.

Once you use the iPhone pop-up method as the 2 factor authorization a single time you can delete your account from the iPhone and it will revert to sending a text for future logins.

Here is what Apple told me to do. And it did work.

On any borrowed iPhone/ iPad (any family member or friends device) go to settings> mail > add accounts > tap on iCloud and add your email account then you will be prompted to change the security type there.

Then Try to sign at appleid.apple.com

One you are able to sign in successfully, just remove the account from your friends device. Then, be assured you will be able to sign in as expected every time and will receive the verification code on your number only.
None of my family members or friends have apple devices so this doesn't help me. I called apple and they are looking into it. Hopefully they have a solution for me soon.

Yea - I hear you, and wish you luck.

I walked down the street ringing random neighbors doorbells until I found one with an iPhone who was willing to let me use their device. It was not a pleasant experience.

This has apparently been a problem for a long time. Apple has no interest or intelligence to fix the problem:
