Variables I see affecting your results are; you're in VT (very hilly), and your regen is off as stated above.
Yes, Vermont is hilly, but to clarify, I drive with regen set on high. What is off is the setting for Regen Brake Assist where the truck uses the brakes to assist regen in slowing the truck down when one pedal driving.

I drive it every day, and have averaged over 30k miles per year, so it does get used. I have a carwash pass, so it gets washed frequently. At least once a week.
It sounds like rust is probably not a factor. If the inside pad is wearing significantly more than the outside, the next suspect is that the caliper or piston is not "floating" / moving freely, keeping pressure on the inside pad against the rotor. I think there have been a few posts here in the past about that happening.

I'm wondering if you're interpreting the modes correctly (or maybe I am). Either way I'm using the defaults. And yes, if your interpretation is correct, that sounds like premature brake wear. @70k my inner pads are more worn than the outer pads. Will need to pay a little more attention to the slide lubrication in the future.

I replaced my front pads recently with powerstop pads. Inside pad was completely gone, metal on metal, outside pad had less than 1mm wear. The pins the pads ride on were not straight so the pads did not retract from the disk with the pistons. even cleaned and lubed up the new pads were binding on the pins. I hogged out the pin holes on the new pads to allow them to float and retract properly.
rear pads next, they aren’t making noise yet so I’m putting it off but expecting a similar situation.

That's an unintuitive title. Looking at the function's title, I would assume it referred to increased regeneration supplementing the brake pedal....

I have been using EBC pads and they work well as best I can tell. They have sets for Rivian.
My R1S is still too new for pads.

Here's the exact wording from the settings screen:
Regenerative braking assist
Applies brakes to supplement limited regenerative braking when the battery is too cold, close to a full charge, or during prolonged downhills. It is recommended to keep this enabled.

When I replaced the brakes last time the service center suggested I turn this off, which is why I have been doing so.
