“Higher quality” hotels do not make you pay for wifi. Expensive hotels that cater to business travellers on expense accounte sure do.Higher quality hotels all make you pay extra for WiFi (admittedly this is less of a thing now, but it's still a thing at many of them) because they know the people looking to stay there are concerned about the "experience" and not saving $8 a night on a $485 nightly rate. Cheap hotels all offer free WiFi because it gives the impression of value when the cost of WiFi could be 8-10% of the nightly rate.
Some people care about value, some people care about experience (I'm not making a judgement - I value both) but this is how the world works - each brand knows what their audience wants to see and prices and markets to them accordingly.
Relais & chateaux property? Free wifi.
westin? Charge for wifi.
