I've activated ACC in highway traffic when I'm sitting still. So the truck definitely doesn't have to be moving to activate it. I do believe, if remembering correctly, in this case it sets it to 20mph.This was my initial thought as well, but OP said he was pulling into a parking spot and ACC only activates above a certain speed (20mph?). I assumed he was going slower than that.
This sounds plausible, I've not tried to activate it at a standstill without another vehicle in front of me.It will only activate under 20 if it "sees" another car in front of you. If no car it won't engage. That's what I've seen across the forums.
