Eventually it will need to show it directly on the charger so it can’t be tampered with. Tesla will be grandfathered in initially, but eventually they will have to comply to sell electricity in California. Even on their Tesla only stations.
There is an exemption for manufacturer specific stations - probably negotiated by Tesla:

A publicly available EVSE does not include:
(iii)An EVSE provided by a manufacturer of electric vehicles for the exclusive use by vehicles it manufactures.

If they do open them up to other manufacturers, then they would need to comply with the provisions of display, labeling, credit card reader, etc.

All DC EVSEs installed in California after January 2023 will need to follow these rules. Any installed before January 2023 will have 10 years to comply.

To comply they will need to show the kWh dispensed and dollar value to be charged on "the face of the EVSE unit".

No, the rules apply only to "publically available" EVSEs

Specific exceptions:​
A publicly available EVSE does not include:​
(i) A workplace EVSE and its associated parking space if it is clearly marked and operated as available exclusively to employees or contracted drivers. For the purposes of this chapter, “contracted drivers” includes participating drivers, as that term is defined in Public Utilities Code section 5431, regardless of the physical accessibility of the EVSE to the public;​
(ii) An EVSE and associated parking spaces reserved exclusively to residents, tenants, visitors, or employees of a private residence or common interest development; or a residential building adjacent to a private residence; or​
(iii)An EVSE provided by a manufacturer of electric vehicles for the exclusive use by vehicles it manufactures.​

These are not the same regulations. Your link is to the CARB regulations. The California DMS has their own regulations that are in development. All “commercial EVSE” will need to comply with their standards. CalDMS defines these standards differently and they make no exception for manufacturer owned networks:

A: The Department establishes requirements for commercial weighing and measuring devices used in California. An EVSE that transfers electricity to a vehicle (as retail motor vehicle fuel) for a fee, becomes a commercial measuring device and is subject to oversight by the Department.


Q. Which EVSE will not be subject to the regulation?
A: The following EVSE are not subject to regulation:
  1. EVSE wholly owned and operated by public utilities, public entities, and municipalities;
  2. EVSE which are not available to the public; e.g., EVSE used for residential or workplace charging;
  3. EVSE that dispense electricity as motor vehicle fuel at no cost to the consumer; and
  4. EVSE that deliver wholesale electricity.

Most charging stations have displays unlike Tesla superchargers. One barrier for Tesla opening up its network will be complying with metrology regulations that require a display to show the pricing and charge rate of commercial stations.

Hey DuckTruck, based on what you saw and heard, what would you estimate the chances of deliveries starting in September? (even 1 truck) I remember somebody saying the trucks/SUVs had over 600 (6000?) parts in each vehicle so I can’t imagine what supply chain havoc they are dealing with like the bigger, more established guys are. Thanks for your input!
