As others have said, you don't need to. Personally, when I park and stay in the truck I turn off the headlights right away (rather than waiting for them to timeout) and turn off the interior lights if I don't need them on. Super quick for both. But nothing else.

As the others have said - never heard of this, not even once. Definitely check the video footage if you can - it will reveal all. And maybe consider not using the phone while behind the wheel? While low risk if you’re stopped, you’d know exactly what happened if you were paying attention.
