Tesla does. My son’s parking area doesn’t have WiFi or cell coverage, so when he wants to install an update in his Model 3 Tesla Service told him just go to any Service Center and leave it parked in the lot for a bit. He’s been updating that way for several years.
Ten years driving Teslas and far more than that with iPhone, Macs and PCs . I never apply an update when away from home, or when I know I will need to use the device for something important.
