I'm not sure this sounds like a bug. A passenger can't drive the car, so why would you want a passenger to be able to deactivate pet mode? It's not like you're getting in to put the car in gear and drive off, which would mean climate control is on and pet mode is not needed.

Connect+ uses 4G cellular for data. WiFi is much faster and won't impact any bandwidth costs on Rivian's end for supplying the Connect+ service that you're paying for. I don't know if the latter reason would be likely to be part of it, but the former is true regardless.
Rivian Service recently contacted me about a SW update for my R1T powered tonneau that is unrelated to their regular updates. My truck is in service at a body shop so it’s waiting until I get it back to do this, but maybe that could be related?
