Connect+ uses 4G cellular for data. WiFi is much faster and won't impact any bandwidth costs on Rivian's end for supplying the Connect+ service that you're paying for. I don't know if the latter reason would be likely to be part of it, but the former is true regardless.

I've got a Gen 1, and even there, it can be tricky with the glare from the headlight at night. You get used to it, but it could certainly be better.
