Let's dive in to the conundrum.

There is NO suitable Lvl 2 charger install possible at home. (Strata/Concrete/Insurance yadda yadda.) My options are a standard plug which seems to give me 3-4km/hr. or the next best option is a free 150kWh charger at a site 15mins away from home.

I can survive my weekly driving habits solely with the standard plug at home, or hitting the 150kWh site charger once a week.

Which is best for long term battery life?

A) Standard outlet slow charge for about 12hrs+/day.
B) CCS 150kWh charger for an hour a week.

Full disclosure: My previous battery experience has been purely with Duracell or Energizers...

Rule of thumb is slow charging is better than fast charging. That being said the BMS systems are pretty good at maintaining the battery.

I have a 2016 Tesla Model S that I have used the Super Chargers probably 95+%. I’ve Had the car 7 years and it still has better than 92% of initial range and most of that loss seemed to be from the first 3 years.

Not a recommendation, just what my actual experience has been.

There are many factors that accelerate lithium-ion battery degradation, and charging current is one of them but its not as significant as the state of charge (SoC). A lot of effort goes into designing the protection circuitry and charging algorithm to prevent damage from normal usage. For example, charging a battery below freezing is extremely detrimental, so manufacturers either stop charging below 0C, or in the case of EVs, heat the battery to an acceptable temp before charging.

The most significant factor for battery life which can't be controlled by manufacturers is the average SoC. This is why Rivian provides the preset charge termination levels of 70% and 85% and recommends you use the lowest value feasible for your driving needs. Charging to 100% daily results in higher avg SoC which accelerates wear. Most newer smartphones even offer some kind of "optimized charging" setting to reduce the avg SoC from overnight charging because of wear.

In general, slower charging is better for battery life. However, if you use 10% of the battery per day, and your plan is to slow charge to 100% every day, then it would be better to fast charge to 100% once a week since this would result in a lower avg SoC in the long term. And minimizing avg SoC is more important than lowering the charging current. But if you only use 10% per day then you shouldn't charge to 100% anyway.

Long story short, use the lowest charge limit that you can (70% is ideal) and charge however is most convenient. Slower charging may offer a marginal benefit if convenience is not a factor.
