I believe it has been all along....at least since I got mine last May.
it may be there but its not selectable.

Since I prefer low regen over std on the freeways, I would have selected it if it was available long ago...

There is a very significant difference in traction between all purpose and snow mode. It seems clear that all purpose is 2nd, but sounds like I’m wrong. Either way, last winter my truck would stay in snow mode every day of I set that as my preference as it is much safer for driving and the low brake regen is my strong preference. Rivian seems like they made a change in the last few months taking away the ability to set a preference that stays…why in the world would they take away something like that??? Please add it back for safety.
My recent experience with snow mode vs all purpose says:

1) snow mode retards the throttle response by a bit
2) regen is reduced to low
3) ride height defaults to high, from standard

Did not notice any difference in terms of how power is administered between front and rear between the two.

This is not standard behavior in my experience. Mine does not do this. I would recommend a software reset.
It does if you leave it in "an Off-Road" mode, of which it appears the truck thinks Snow Mode is...

Mine absolutely does this and it’s very frustrating.

Yup. Which is comical, because the manual at least used to specifically say that Snow mode was for on-road use and to use one of the Off-Road modes like All-Terrain for off-road snow driving.

Plus, it's in the On-Road section. I was blind-sided by this behavior during our recent cold spell in the PNW (left in Snow overnight) and it took me a bit to realize that it defaulted back to Standard regen. Was a little pucker inducing since I expected Max and the battery was warm from charging.

As someone with a Standard Dual that does NOT have 4WD on all the time, I agree that I'd prefer to turn Snow Mode off myself. When I pull in at night in Snow Mode and put her to bed, chances are pretty good I'm gonna need Snow Mode again when I wake up. Snow doesn't tend to melt overnight here in CO

To be clear, mine will switch back to all-purpose (AP) on-road mode if left in off-road, but it does not change my settings for AP. My AP settings are durable as far as I can remember. (E.g. my height is never set to auto).

When I posted this question, I assumed someone from Rivian would be providing an answer…. Do they monitor this and provide solutions?

Ummmm no. They do monitor but don’t directly reply. If you want to talk to Rivian open a service ticket.
