The plastic bag is required per DOT standards, so the only excess is an oversized cardboard box and the paper padding. Could probably be in a paper padded envelope, but not sure it saves as much as you think.

It might actually cost them more to buy and stock additional sized shipping boxes. Plus, this is business expense, can be tax write-off. Like others said, you can reuse and up-cycle the box if you really want to do your part. Plus, cardboard stock (and brown paper) is typically made from recycled paper fibers or tree fibers not suitable for other types of paper. And trees that are used to make cardboard and paper are usually from managed tree farms and forests, aka a re-plantable crop, not old growth.

It is not as wasteful as you think.

The long box was for the rear cargo cover. "Smaller" box included 2 cargo tie downs.
