Rivian wall charger for plug in hybrid

Do EV cars function the same as regular electronics where a 2 amp device will work on a 20 amp receptacle.? Can you charge a car that is optimal at 30-32 amp with a Rivian wall charger set at 48 amps? I'm guessing the car only draws what it needs and can handle it but not 100% sure.

Yes, the car controls the amount of current it draws. The EVSE simply tells the car how much is available.

Is the Rivian wall charger wifi enabled and can you control it with your phone. In my area PGE offers incentives for off peak charging. Can the Rivian wall charger be programed for this?

The Rivian Wall Charger is wifi enabled. You can turn on charging remotely if you want (assuming it is plugged in, of course). But the wall charger itself doesn't have the ability to start charging at pre-programmed times. The Rivian does have that capability in the car user interface, so if you had a Rivian, you'd do it that way.

The EVSE is dead simple, it's doing basic communication with the car to let it know what power it can pull and then closing a relay. The car really controls the charging process so as long as it doesn't breach the limit the EVSE and car will be happy.

The only reason they're really used is because devices that plug into a wall outlet are pretty standardized on how much current they can take at 13-15A, but available power on a 240 line varies significantly and and is otherwise not known until you blow the breaker, (and keeping the J1772 connector hot all the time would not be ideal.)
