The phase out begins in the quarter following the one in which "200,000 qualifying vehicles manufactured by that manufacturer have been sold for use in the United States." It does not matter if someone does not claim the credit, the vehicle they purchased still counts toward the phase out trigger.

Well, unless Rivian spins off a dummy manufacturer, all amazon trucks will count.

Other than the obvious, Toyota is specifically releasing their BEV with a copy for Subaru because Toyota almost exhausted it's credits, so they needed another brand to sell the bZ4x, here where the Solterra comes into play. Subaru still has all the credit and Toyota can sell their car that way, apart from Toyota holding a stake in Subaru and have been working together a lot more recently. Rivian is not at that stage yet though, given Subaru is a full fledged manufacturer, I am not sure Rivian could do something like that.

But, 100K can, that leaves 100K R1, so if you have your reservation, there is no need to worry.
