The military budget is almost a black hole that Eisenhower warned us about. Foreign aid pays dividends in many ways; intelligence, access to natural resources, not to mention, good will without dropping bombs.

The big question here is - while there are good programs (like what you mentioned), seems that only a very small % of the money actually went there. The rest was spent on foreign government overflow, NPRs that just kick back the money, and media outlets. As for influence, seems we lost all our influence in Africa in the last decades... If what was told is true, and the director of USAID indeed in 3 years increased her assets by many millions of $ while receiving 180k per year before taxes - this needs to be investigated.

I have no problem with a good audit (I do not care who is doing it as far as it is backed up by the documents).

Audit everything! Why is everyone so scared to take a look? The waste, fraud and abuse has to be an unbelievable number at this point. Our unfunded liabilities are already over $200 Trillion and growing.

Foreign aid is a great way to launder money and get kickbacks. It's corrupt, and needs to go.

Not only can we (and should) do both, DoD and DoE are next on the list. Both need a thorough review. As for education, we have a huge problem:

"The U.S. scored 465 in math, below the OECD average of 472 and well below the scores of the top five, all of which were in Asia: Singapore: 575". And we still pay a premium for every kid. Something is wrong here.

Yup. We spend some of the most money per student out of every country in the world and our results are terrible on the world stage.

Actually, this is what happening now - only rich people get an education. The rest are locked in public schools and the results are not so good... States should be responsible for education, we need school choice and competition. I looked in my district spending - sports, administration staff, and buildings. Teachers are the last in the chain. And there is no real incentive to make it better.

Seriously, it's hard to measure the effects of "soft diplomacy." Sometimes the most effective aid is the quiet stuff, honoring recipients' priorities even if they look pretty strange to most Americans.

As far as education, it's easy to criticize the federal and state education rulebooks. But embedded in those rulebooks is that every child with special needs has the right to an adequate education, with federal money paying a lot of the difference.

To compare inputs and outputs between public schools that must take everyone, and private schools that can cherry-pick their students and parents, and foreign schools with different educational philosophies, is necessary -- but not always fair or useful, without equalizing the comparisons.
