The big question here is - while there are good programs (like what you mentioned), seems that only a very small % of the money actually went there. The rest was spent on foreign government overflow, NPRs that just kick back the money, and media outlets. As for influence, seems we lost all our influence in Africa in the last decades... If what was told is true, and the director of USAID indeed in 3 years increased her assets by many millions of $ while receiving 180k per year before taxes - this needs to be investigated.The military budget is almost a black hole that Eisenhower warned us about. Foreign aid pays dividends in many ways; intelligence, access to natural resources, not to mention, good will without dropping bombs.
I have no problem with a good audit (I do not care who is doing it as far as it is backed up by the documents).
