If you're suggesting that the truck is an out of state visitor.. that still doesn't explain the fact that it has no reg or ins. stickers on the windshield? Unless there's a state where you can literally drive around with just a rear lic. plate and nothing else the only other logical explanation is it's a "manufacturer plate" truck.

If it's a NY non-government vehicle, then it's missing 3 out of 4 things legally required to be on NY roadways.

If my car is legal to drive in my home state, it's legal to drive in NY.

And yep, a lot of states require only a rear plate and no state inspections. Georgia requires only a rear plate. No state inspections are required for any vehicles except for certain ones within the Atlanta metro area, where an emissions test is required annually. You don't get a sticker for the emissions test though. The test centers report electronically that you passed, and without that electronic record, you can't renew your tag. The emissions test is pretty basic too. They pull OBD2 data and check the gas cap seal, and that's it.

That's precisely how Colorado works for the first 90+ days of ownership.

After that you are required by law to have a front plate, which is ignored by about 90 percent of the EV owning population. No inspections or any other stickers required.
