Don't think that's possible. Might be an Oregon thing or a lie, but i was told they had to have proof of payment 24 hits before delivery which is a picture of the church and a tracking number for its delivery.

Not my experience. I had a VIN abs delivery date after only doing the first two steps (i had no trade in). i still haven't done financing and payment.

there are no incentives in Oregon, but even if there were there shouldn't be any affect as it's being registered and titled in Oregon. The mileage doesn't much matter - 2,000 miles is 2,000 miles regardless of when it happens.
