There is at least one person in my neighborhood who has been driving an R1T for months that he ordered in 2020. He has an "April-may 2023" deliver estimate for his 2021 R1S preorder.

My hypothesis has been that they were determining the distance from house to the service center using the Rivian NAV developed in house, and it was routing me through Albuquerque and back so it looks like Iām 2000 miles away instead of 5.

I think we're in the same boat. I had a "first half of 2023" delivery window (pushed back from Oct-Dec 2022).
Last Friday I got the "Processing Estimate" with verbiage suggesting that I'm indefinitely delayed until they finalize plans for a service center in my area.

Living close to a service center isn't enough, even when it is your legitimate address. I have a 2019 R1S order, no weird options, live within 5 miles of a service center, and didn't even get an estimate. Just "in process."

Maybe theyāre using the in-house Rivian nav to estimate the distance between my house and service center.

As I write this Iām probably pretty close to you, as we have a second address in Miramar Beach.
Being close to a service doesnāt seem to help, as I got the same reply although Iām less than 5 miles from an active service center.
I think part of the problem may be people making these decisions...
I got the message, ordered in 2019, haven't changed my configuration, didn't cancel and reinstate my order.
