I don't need a horn for anger. I use it to alert someone who's about to pull into my lane that they didn't see me or something like that. I also do a light tap on the horn if I'm stopped behind someone who didn't notice that traffic had started moving in front of them, but only after giving them more than enough time to notice (and, apparently, way more time than my wife would give them). It's been years since I've had to use a horn in anger (ok, in traffic for a safety reason). But I occasionally use it for presence or awareness in places where NOT being loud is an advantage. If someone is just being stupid my priority is evasion, not telling them they are being stupid. I don't think it helps in most cases.
The biggest reason for my gripe is because there's a blind curve on a narrow road going to my in-laws and all the locals honk their horn to let people know they're coming:
It's very easy for people going from right-to-left in the photo (which is also downhill) to take the turn wide without realizing that there might be someone in the other lane coming up. Our horn just doesn't cut it. At night our headlights alert people around the curve, but during the day only the horn works.
