That would explain the good EPA test result's on the 20" wheels at the slower speeds.I think it's basically, here is what the car could get at 25-35mph where drag isn't really a thing, but no one drives that slowly so we need to give them a realistic number. Oversimplifying, but maybe it's adjusted to 55-65mph to arrive at the EPA number.
