I answered my own question... In Colorado, all EV's are issued a EV plate... or decal if other group is requested.

They apparently started this some time in the last 6 months.

This is as close to vanity plates as we can get in Costa Rica (all plates are 3 letters and 3 numbers), and EVs get green plates (ICE plates are white).

GPS and cellular internet don’t work. There’s a thread about exported Rivians, there are quite a few (just in Costa Rica there are about a dozen). https://www.rivianforums.com/forum/posts/467102/
