The update should be downloaded over the Rivian ATT LTE connection for everyone. You just need to be in a Good-Great ATT coverage area. Look at the bars on your main center screen, upper top right area

ah... forgot about that... assumed it was the wifi connection from my router. of course. Also, I think Estimated time is static... it hasn't changed from 65 min from the start but the progress bar is now showing 35%.

You don't receive the update notification until the update is downloaded. There is no download in the update process.
