I've been using my Tesla HPWC v3 with a Hanshow Tesla to CCS adaptor to charge my new R1S for 1 week.
With 40A circuit, it gave me 7.5kw. Just last night, I only got 2kw and 1mi/hr charging speed. I rechecked all the wires inside and outside the Tesla HPWC to confirm they're secured, which they are.
I don't know if anyone else has this problem?

hard reset your vehicle. I got that with the latest update.
I did do a hard reset and it didn't solve the problem.
Anyway, I figured it out. It was the Tesla HPWC. It was updated to the latest firmware (23.8.2) and it somehow stopped working properly.
I downgraded it to an earlier firmware and got the 10kw speed (21mi/hr) now.
Thanks everyone for helping.

Just wanted to point out, that if you actually have a 40 amp circuit you shouldn‘t charge any faster than 32 amps. You need a 50 amp circuit to charge at 40 amps.

Got it. I actually had 50A circuit with 6 awg THHN wires in conduit.
