Texas actually has some of the highest percentage of renewables but it is probably an issue of not being able to be billed specifically off that portion of the mix, because that sounds like it would involve regulation and Texas hates that kind of thing.The answer to your question may be in the e-mail that was sent out today.

It would appear they want to have all their chargers connected to green sources. Perhaps in areas where they have to work a bit harder to make this happen, it takes longer to swing a deal for the green electricity.
