If I were running things I'd have done it in the opposite order if you're conjecture is right. The longer they make us FE's wait, the more likely we are to switch to BM. If they'd pumped out all the FE first, nobody would have switched, thus no money lost.To add on, I would prioritize BM then OC preorder holders.
Assuming people with FE are more attached to the interior since it is an additional cost, and an FE switch to BM loses money.
