I mostly agree with you here and do not really understand why able bodied people do not park in the back of parking lots anyways. I used a Tesla charger once, and I grabbed a corner spot that gave me just enough room to get my chair out and plug in. I think technically I was using two spaces.
I admittedly only quickly skimmed the presentation you linked, but I don't see anything about non-placard holders being able to use an ADA charging spot if all the other charging spots are taken. If that is in the presentation, can you please let me know what page it's on?Many states have instituted accessible charging spots which are intended to be used last but are not exclusive use for vehicles displaying a placard. Vehicles utilizing accessible spaces should wait in line for those spaces if occupied.
