I would imagine if you hacked in to any of the 3 letter government agencies, but didn't do anything with the data, you would still be facing serious prison time.No, those acts themselves are not intrinsically illegal. I perform all of that on my own networks and for customers. It's the intent of fraud or illegal usage of the data that would be criminal.
