EVs have been around for more than a few years in all states. Don't worry, they know how to deal with them when it comes to emission tests. Most of them will pass, unless you take it to a shop that hates all EVs. Your Rivian is not the only EV on the road.
Well I would hope all EVs would pass since they don't produce emissions. Colorado doesn't require inspections and only emissions but they do check basic things there like the state of your vehicle. I can see Colorado going to an inspection based system once EVs have a greater presense on the road..

Lived in Tx...and yep, you have to go through an inspection/money grab.

California may be bashed for a lot of silly regulations, however, they are pretty good in this area. BEVs no inspections. They do require emissions tests on ICE cars beginning their 4th year of age. Diesels are required beginning their second year of age. New cars are exempt with the thought that they work correct from the factory and if there's an issue, the new car warranty will fix it.

This sounds like some California-level s**t. That surprises me for a state like TX.
Not me, someone's pockets somewhere are getting lined in Texas.

I was told the initial inspection doesn’t require lifting but subsequent inspections do require it. However, I have not confirmed this is true.
I just took my new R1S to my usual place in Cambridge MA and they insisted they had to lift it. I don’t have pucks so I left.

I guess my choices now are:
1) find another place that won’t lift
2) get pucks
3) remove the panels

I’m leaning towards #2 because this will be an annual thing, plus in case of flat, for rotation, etc.

Thoughts?

Sorry, Rivian pucks won't work on your Tesla and Tesla pucks won't work on your Rivian.

Different form factors, not compatible. The Tesla pucks are literally hockey pucks with a nipple, the Rivian pucks are metal and taller then they are wide.

Any idea what they wanted to look for from under there? In NY they look at the brake pads, but you can see them from outside the rim if you use a flashlight, no need to lift the vehicle. Since you're in MA and you use even more road salt then we do here in NY could they be looking at frame integrity?

The first guy I spoke with - clearly misinformed - told me they didn't need to lift it. Then he decided to ask someone else, who said they did. The first guy then further explained to me that they needed to lift the wheels off the ground so that they could grab and shake them, to ensure they are mounted correctly - and maybe to look for play in the suspension? Suspension and tires and wheels are on the list, nothing about frame.

I'm curious as to why you feel that way? We have inspection in Pennsylvania and the vast majority of things they inspect for fuction and integrity - lights, tires, brakes, suspension - apply equally to EV or ICE. The only thing that would not apply here is emissions insepction, and that's been a separate fee forever.
The inspections in many states don't look at any of that anymore. I know in my state it is just emissions. No EV inspections, no ugly sticker.

Even in states where they are "required to" do a full safety inspection, it doesn't mean they actually do. Here, they are supposed to check headlights, tail lights, marker lights, all four turn signals, windshields for cracks, wiper blades, brake pad material remaining and tire tread.
Unfortunately, they don't check much of that because they are only allowed to charge $40 for the whole inspection which also includes connecting to the OBDII port checking for emission codes, etc as well.
