I am under the impression that if you have a discount plan with Tesla one needs to authorize it on their Tesla app before plugging in to get the discount billed through Tesla.

Wrong. Tesla Supercharger is plug and charge, unless you have Supercharger membership. Then you must initiate through Tesla app in order to enjoy lower price. If you just plug it in, you default to plug and charge and higher price. At no point you are asked by Tesla to provide VIN.
